Current position

The Cabinet has not yet been appointed because the first Mayor has not taken office. It will form part of the Authority's post-election executive arrangements.

What the Cabinet is for

The Cabinet will support strategic decision-making and provide political leadership across agreed portfolios. It will sit within the Authority's wider governance system alongside the Mayor, the full Authority, scrutiny committees and professional officers.

Membership and portfolios

Cabinet membership and portfolio allocations will be made in accordance with the constitution and mayoral appointment arrangements. Once appointments have been made, this page will publish the current members, their portfolios and the relevant appointment information.

How decisions are taken

The constitution determines whether a matter is decided by the Mayor, Cabinet, the full Authority, a committee or an officer. Delegated decisions remain subject to the limits, consultation requirements and financial controls attached to the delegation.

Relationship with the full Authority

The Cabinet forms part of the executive arrangements, but it does not displace business reserved to the full Authority or another decision-maker. Matters such as constitutional changes, functions reserved by law and decisions requiring particular constituent-authority consent continue through the route specified by the governance framework.

Professional advice

Cabinet business is supported by professional officer advice. The Chief Executive provides organisational leadership, the Monitoring Officer advises on lawfulness and governance, and the Chief Finance Officer advises on financial implications and controls.

Meetings, records and scrutiny

Formal Cabinet meetings and decisions will be recorded through Democratic Services. Agendas, reports, minutes and published decisions will appear in the meetings and decisions section, subject to the lawful treatment of confidential or exempt information.

Cabinet activity is also subject to the Authority's scrutiny arrangements. Overview and scrutiny provides independent democratic challenge to executive decisions and delivery.
