A regional view of movement

Movement connects communities with jobs, education, services and investment. SHCSA looks at those connections across the whole Steadfast and Hearth area so that priorities which cross council boundaries can be understood together.

Evidence and regional priorities

The Authority uses evidence about settlements, accessibility, economic activity, infrastructure and service patterns to understand where regional coordination is needed. That work helps identify shared priorities and the relationships between movement, strategic place, infrastructure, skills and growth.

Working with responsible authorities

The constituent councils and the organisations responsible for transport, infrastructure and other operational services continue to run those services. SHCSA works with those organisations where a regional issue requires coordination or where a strategic decision depends on their delivery.

Planning and investment

A movement proposal is developed through the same disciplined process as other strategic investment: the problem and intended outcome are defined, options are considered, costs and dependencies are understood, and the responsible decision-maker and delivery body are identified.

Where new infrastructure or funding is required, the relevant infrastructure and financial governance and approval process apply. An aspiration does not become an approved programme until those decisions have been taken.

Connections with growth and skills

Access to employment, training and services is part of the regional economic picture. Movement priorities are therefore considered alongside growth, skills and place so that investment decisions take account of how people and businesses connect across the region.

Transport services and operations

The Authority's movement role is strategic. Day-to-day transport operations, service management, regulation and asset control remain with the organisations responsible for them unless a specific lawful arrangement changes that position.
