What strategies and plans do

Strategies and plans set out the Authority's agreed direction on matters within its responsibilities. They explain the issue being addressed, the outcomes sought and the relationship between regional priorities and the organisations involved in delivery.

Approval and status

A strategy becomes an Authority document through the appropriate decision process. The published record identifies its status and links, where available, to the decision or meeting through which it was approved.

Draft consultation documents are not presented as final strategy. Superseded material is distinguished from the current approved position.

Relationship with council and partner plans

A regional strategy can sit alongside plans owned by constituent councils, central government or other public bodies. It does not automatically replace those plans. The strategy explains the regional relationship and identifies which organisations are responsible for the different parts of delivery.

From strategy to delivery

Some commitments require later funding, infrastructure, procurement, partnership agreements or further decisions. Those dependencies are identified so that long-term ambition is not confused with an already funded or completed programme.

Monitoring and review

Strategies identify how progress will be monitored and when the Authority expects to review the approach. Performance information focuses on outcomes as well as activity so that the Authority can determine whether the strategy remains effective.
